Seven Soldiers killed in Sunday Boko Haram attack in Chad

 

At least seven soldiers are reported to have been killed in an attack by the Islamist group Boko Haram in Chad.

Some 15 others were wounded in the incident in the Lake Chad area, which occurred at night.

The military says 63 jihadists were killed but there has been no independent confirmation.

Last month more than 20 Chadian soldiers were killed by Boko Haram, in one of its deadliest attacks in the country.

Boko Haram is based in Nigeria but also carries out attacks in Chad, Niger and Cameroon. (BBC)

Nigeria: Boko Haram hits Gaidam, Yobe State

Gaidam town in Yobe state, North-East Nigeria is currently under attack by suspected Boko Haram insurgents, local report has said.

Residents in the town told newsmen on Wednesday evening that the attackers stormed the town around 5:30pm, and started shootings sporadically.

A resident said the insurgents took advantage of the Market Day to infiltrated the town.

“Although they forewarned residents of their coming days back so the military were not taken unaware,” he said.

He said that, already, two Nigerian Air Force jets have arrived the town to support the military strength.

He said that shootings are still ongoing as at the time of filing this report.

However, no statement has been released by the Army (Daily Trust)

On the heels of aggravated Boko Haram activities in the Northern parts of Nigeria, the Amnesty International (AI) has asked the International Criminal Court (ICC) to urgently investigate Nigerian government who it has accused of protecting the terrorist group.

In a statement on Monday, the international human rights group, vent anger on the Nigerian government over failures to sanction military commanders and terrorists suspected of grievous human rights abuses in the Boko Haram war.

Together, Boko Haram and the Fulani extremists are responsible for 63 per cent of terror attacks and 88 per cent of terror-related deaths in Nigeria, according to the 2018 Global Terrorism Index released on Wednesday.

Preliminary data for 2018 suggests that there has been a significant increase in violence committed by Fulani extremists.

The third deadliest terror group in Nigeria in 2017 was the Bachama extremists, who were responsible for four attacks and 30 deaths.

According to the report, Nigeria ranks the 3rd most terrorised nation in the world and the first in Africa.

“The Nigerian government is unwilling and unable to meet its obligations as a member of the ICC to investigate and prosecute both Boko Haram and the Nigerian military,” the group said in its reaction to fresh findings published by the ICC that reaffirmed a widespread lack of accountability on the Nigerian government.

The ICC’s office of the prosecutor said in the December 5 report that most of the Boko-Haram-linked cases being pursued by the Nigerian government are related to membership of, support for or failure to report terrorists.

The office of the prosecutor should urgently open “a full investigation into the atrocities that have been committed in northeast Nigeria,” Amnesty International’s Africa director for research and advocacy, Netsanet Belay, said in a statement accompanying the group’s latest report titled: ‘Willingly Unable: ICC Preliminary Examination and Nigeria’s Failure to Address Impunity for International Crimes’.

Mr Belay said since the Nigerian government’s prosecution of Boko Haram has focused only on membership or support for the sect rather than the horrific crimes of key actors in the insurgency, it was obvious that Nigerian authorities have only undertaken superficial criminal proceedings regarding crimes committed by Boko Haram; only a couple of which may be relevant for the conduct that may be covered by one of the potential six cases being reviewed by ICC prosecutors.

“The Nigerian government has no intention to undertake genuine investigations’ Mr Belay emphasised. “Instead it has pursued ‘sham’ criminal proceedings to ‘shield’ perpetrators from an ICC investigation and to give a ‘veneer’ of accountability in Nigeria.”

The report has also demonstrated that ‘mass trials’ conducted against suspected members of Boko Haram since October 2017 have been so flawed that it is impossible to conclude that those who were convicted were actually guilty of any crime at all.

In fact, many of these “mass trials are an effort to give a pretence of legality to the mass unlawful detentions committed by the Nigerian military throughout the conflict, which have seen thousands die in captivity through starvation, thirst and overcrowding, Amnesty International said.

Apart from 2014 when Nigeria was ranked fourth, the country has remained in the third position in the GTI ranking since 2015.

In the latest report released on Wednesday, Iraq, a country in the Middle-East, is ranked first, a position it has held since 2014. Afghanistan has ranked second since 2013. Syria and Pakistan are ranked fourth and fifth respectively.

Others among the top 10 countries worst hit by terrorism in 2017 are Somalia (6th), India (7th), Yemen (8th), Egypt (9th), and Philippines (10th).

The report said: “Total deaths from terrorism in Nigeria fell to 1,532 in 2017, a decrease of 16 per cent from the prior year. The decline follows the 63 per cent drop in deaths in Nigeria in the preceding year, and a 34 per cent drop in 2015. This highlights the effectiveness of the counter-insurgency operations undertaken in Nigeria and its neighbours, Cameroon, Niger and Chad.

Terrorist activity in Nigeria is dominated by two groups: Boko Haram and Fulani extremists. In 2017, Boko Haram was the deadliest group in Nigeria, with both terrorism deaths and attacks increasing over the prior year. Deaths increased by 34 per cent to 1,022 while attacks increased by 62 per cent to 222.

The Fulani extremists were less active in 2017 than the prior year with terrorism deaths dropping by 60 per cent to 321, and attacks dropping by 51 per cent to 72. However, preliminary data for 2018 suggests that there has been a significant increase in violence committed by Fulani extremists.

Together, Boko Haram and the Fulani extremists are responsible for 63 per cent of terror attacks and 88 per cent of terror-related deaths in Nigeria. The third deadliest terror group in Nigeria in 2017 was the Bachama extremists, who were responsible for four attacks and 30 deaths.

Boko Haram has increased both its armed assaults and bombings as a percentage of its attacks, with  deaths increasing by 33 per cent and 30 per cent respectively. Boko Haram is also notorious for its use of female and child suicide bombers. Of the 434 suicide bombers between April 2011 and June 2017, 244 were women.13

The Borno State is home to Boko Haram. It has experienced the highest level of terrorist activity in Nigeria with all deaths caused by Boko Haram. In 2017, 62 per cent of deaths in Nigeria occurred in the Borno State.  The group is also active in Chad, Cameroon, and Niger, and has disrupted Foreign Direct investment and humanitarian efforts in Nigeria and its neighbouring countries.14

In 2016 Boko Haram splintered into two groups. The newer Islamic State West African Province (ISWAP) declared allegiance to ISIL in 2015.15 Both groups see themselves as affiliates of ISIL.

Other major findings of the report are: “Deaths from terrorism decreased by 27 per cent from 2016 to 2017. There were 18,814 deaths in 2017.

 Ninety-four countries improved their scores on the GTI, while 46 deteriorated. g Afghanistan had more deaths from terrorism than any other country in 2017, overtaking Iraq.

 Despite severe territorial and financial losses, Islamic State remained the deadliest terrorist group in 2017, even though deaths attributed to the group fell by 52 per cent from the prior year.

 Iraq had the largest reduction in the number of deaths in 2017, with deaths falling from 9,783 to 4,271, a 56 per cent reduction. This was the lowest number of deaths from terrorism in Iraq since 2012.

 Egypt and Somalia had the largest increases in deaths from terrorism, with deaths increasing by 123 per cent and 93 per cent respectively.

Al-Shabaab committed the deadliest attack of 2017, which killed 587 people. In Egypt, the Islamic State Sinai Province carried out the second deadliest attack, which killed 311 people.

67 countries recorded at least one death from terrorism in 2017. This is the second highest number of countries since 2002, but a significant fall from the 79 countries that recorded at least one death in 2016.

Europe had the biggest year on year percentage improvement, with total deaths falling by 75 per cent. France, Germany, and Belgium all recorded significant falls in deaths from terrorism.

The estimated economic impact of terrorism in 2017 was US$52 billion. However, the true economic impact of terrorism is likely to be much higher”, said the report.

As top leaders from Chad, Nigeria, Niger and Cameroon met behind closed doors in N’Djamena on Thursday and discuss the recent escalation of attacks by Boko Haram jihadists in the Lake Chad area, grim statistics have emerged on the activities of the sect, especially in Nigeria.

In Nigeria alone, more than 27,000 people have been killed over the past nine years, and some 1.8 million people have been forced out of their homes by the violence.

And since July, there have been at least 17 attacks on military bases in Nigeria, almost all of them in the region around Lake Chad, according to an AFP count.

Nigerian President Muhammadu Buhari and Niger’s Mahamadou Issoufou flew into the Chadian capital where they were holding closed-door talks with Chad’s Idriss Deby and Cameroon’s Prime Minister Philemon Yang, an AFP correspondent said.

The meeting, which began during the morning, was focused on “the security situation in Lake Chad”, a strategic area where the borders of four countries converge and where there has been a worrying “resurgence” of attacks in recent months, a Chadian diplomatic source said.

All four countries belong to the Lake Chad Basin Commission, an intergovernmental organisation which oversees the usage of water and other natural resources in the region but which has also been engaged in the fight against Boko Haram.

The group began a bloody insurgency in northeastern Nigeria in 2009 that has since spread to neighbouring Cameroon, Chad and Niger, prompting a regional military response.

In 2015, Boko Haram jihadists split into two branches, one of which is affiliated to the Islamic State (IS) group.

Earlier this month, IS claimed its militants had killed 118 people in five operations in Nigeria and Chad between November 15 and 21.

In the most audacious attack on November 18, IS-allied Boko Haram jihadists killed at least 43 soldiers when they overran a base in Metele village near the border with Niger, although the survivors put the number at more than 100 dead.

On Tuesday evening, jihadists raided another Nigerian military base in a village near Lake Chad, killing three soldiers. Local residents said their truck was armed with anti-aircraft guns.

Nigeria’s Buhari, who came to power in 2015 on the promise to end the violence, is under increasing pressure to act following the recent surge in attacks as he gears up to seek re-election in a February ballot.

Visiting troops in violence-hit Borno State on Wednesday, Buhari said defeating Boko Haram was “a must-win war”. He has come under attack for previously claiming the Islamists were “technically defeated”.

Since 2015, all four countries have been collaborating militarily as part of the Multinational Joint Task Force which seeks to counter Boko Haram in the Lake Chad region.

On the heels of resurgence of Boko Haram attack in parts of Nigeria’s North, the Chief of Army in the country, Yusuf Buratai has said the terrorists are sophisticated and they fly military drones.

Recently, a Boko Haram attack on military facility in Borno State claimed not less than a 115 army officers. But official military source said casualty was only 23.

But Buratai has said the Nigerian army has fine-tuned its counter-insurgency operations in the war-ravaged North-east. The army chief also said the terrorists now use drones and foreign fighters in their operations.

Buratai described the exploits of the jihadists as “daring,” saying it threatened to erode the previously recorded achievements in the counter-terrorism efforts.

Buratai lamented the recent attack on Nigerian Army 157 Task Force Battalion in Metele, Borno State, on November 18. At least 118 soldiers, including the battalion’s commander, were killed in the attack, 

“Since 2015, the Nigerian Army, in conjunction with sister services and other security agencies have systematically degraded the capabilities and capacity of Boko Haram terrorists and many successes were achieved.

“However, in the last 2 – 3 months, we have noticed daring moves by the terrorists, increased use of drones against our defensive positions and infusion of foreign fighters in their ranks. These potent threats require us to continually review our operations,” Mr Buratai said at the 2018 Chief of Army Staff Annual Conference in Maiduguri, the Borno State capital where Boko Haram has waged its devastating campaign since 2009.

Security experts have long warned that Boko Haram was recruiting foreign elements to help advance its jihadist cause in Nigeria. The Islamic State in West Africa (ISWA) has claimed responsibility for most of the attacks targeting Nigerian military assets.

Heads of Lake Chad Basin to meet in Chad, Thursday over Boko Haram

The presidents of the Lake Chad Basin Commission member countries of Chad, Cameroon, Niger, and the Central African Republic are to meet on Thursday, November 29 at N’Djamena, the Chadian capital in the aftermath of Boko Haram onslaught.

President, Muhammadu Buhari who is the head of the Commission is reported to have consented to convening the meeting.

Buhari has been accused by the opposition to have caused the recent Boko Haram attack in military formation in Metele, Borno State where over 118 officers of the Nigerian army were killed by insurgents and many more wounded.

In a statement on Wednesday, Femi Adesina, the president’s spokesperson, said Buhari convened the one-day meeting which would review the security situation in the areas affected by Boko Haram insurgency and adopt measures to enhance the capacity of the Multinational Joint Task Force (MNJTF) to meet the challenges of securing the areas.

Reports say Boko Haram are taking advantage of the withdrawal of Chadian troops along its border with Nigeria.

Buhari had earlier sent his Minister of Defence, Manir Dan-Ali, for consultations with the Chadian authorities.

“The presidents of the LCBC member countries of Chad, Cameroon, Niger, and the Central African Republic have been invited to attend the meeting,” Mr Adesina said.

He also said the president of Benin Republic, “a troop-contributing country, has also been invited to attend”.

“The MNJTF and the national operations of the affected countries have appreciably degraded the capacity of Boko Haram terrorists, although the insurgents still retain the capacity to attack isolated targets in desperate search for supplies,” the statement said.

A statement by Atiku Abubakar, Presidential candidate of main opposition party, the Peoples Democratic Party (PDP) reminded Nigerians of how Service Chiefs were invited to the launching of Mr Buhari’s reelection campaign in Abuja on Sunday, the same day Boko Haram thugs raided the 157 Task Force Battalion in Metele, killing at least 118 soldiers with estimated 153 missing in action.

Amongst those killed was the commander of the battalion, Ibrahim Sakaba, a lieutenant-colonel.

Atiku, who condemned the massive military losses, suggested a slew of urgent solutions and proposed welfare for the families of fallen soldiers, said neither Mr Buhari nor the APC has done nearly as much as he has for the military in the wake of the incident.

“Ironically, the All Progressives Congress that is now accusing Atiku Abubakar, has not seen fit to pay tribute to these gallant men who gave their lives in order to secure the lives of others. As a party, they have not issued even one statement condoling with the slain or their families, neither have they offered any tangible support to the families of these fallen heroes. Yet, they are accusing the Waziri, who has shown commitment to honouring these heroes, of selfishness.

“As a matter of fact, we now know through Premium Times report, that these real Nigerian heroes were killed on November 18, 2018 which was the exact time that the candidate of the APC, Muhammadu Buhari, invited the service chiefs to attend the launch of the plagiarised #NextLevel launch at the banquet hall of the Presidential Villa.

“The nation can only wonder if the Metele massacre could have been avoided if the APC and President Buhari had allowed the service chiefs to focus on their core duties, rather than on his ill fated re-election campaign.

“We at the Atiku Presidential Campaign Organisation commend the service chiefs for beating a hasty retreat from the event as soon as they discovered that President Buhari was trying to hoodwink them.

“It took Waziri Atiku Abubakar only a few hours to respond to the incident and express support, while it took the APC’s President Buhari a whole week to express “shock”. We therefore wonder who is truly ‘selfish’.

“It is left to Nigerians to compare and contrast who is a leader and who is a follower based on the conduct of these two parties.

“In any case, we would like to inform the APC of Waziri Atiku Abubakar’s call for financial support from well meaning individuals and Institutions for the survivors of the Metele massacre, and indeed for all who paid the supreme sacrifice in the frontlines for us to be safe. Seeing as the APC spent 100 million to buy front page advertorials in all the papers on that fateful day of November 18, 2018, we appeal to them to consider donating even 10% of that amount to the endowment for the families of our heroes as proposed by Atiku Abubakar.

“If they can spend 100 million to promote fraud, they should be able to spare at least 10 million to promote patriotism, the statement said.

There have been claims online that the logo that accompanied the ‘NextLevel’ campaign of Mr Buhari’s reelection was plagiarised as unveiled at the November 18 event in Abuja.

The distributed logo, which President Buhari also shared on his Twitter handle bore strident similarities with that of the ‘NEXT LEVEL’ project of Winthrop University’s Rex Institute.

Main opposition candidate in Nigeria’s 2019 election, Atiku Abubakar, has said President Muhammadu Buhari pulled out all military service chiefs to his political rally on the date the deadly Boko Haram attacked army establishment in the northern part of the country.

The Peoples Democratic Party (PDP) presidential candidate said the attack which claimed about 119 military officers was avoidable had Buhari allowed the service chiefs to man their posts instead of bringing them all out for a political event in Abuja.

Pictures were shared on the media of the three Nigeria’s service chiefs attending the launch of Buhari’s 2019 campaign.

Yekini Nabena, the deputy national spokesperson for the ruling, All Progressive Congress (APC) criticised Atiku for accepting a traditional title and embarking on a ‘jamboree with discredited politicians barely a week after scores of Nigerian troops were killed by insurgents during a raid on their battalion’

Atiku on Monday afternoon said APC’s attack on him was unfortunate, adding  that the APC could be accusing him of doing exactly what Nigerians have now established both itself and Mr Buhari are notorious at.

He said the APC’s insults were curious because Mr Abubakar “dedicated his birthday, not to himself, but to celebrating the 100 or so heroes of the 157 Task Force Battalion of the Nigerian Army who lost their lives to Boko Haram” in Borno State on November 18, according to the statement circulated by Mr Abubakar’s office.

Atiku was turbaned on Sunday as the Wazirin Adamawa, a first-rate traditional title in his home Adamawa State. Former Presidents Olusegun Obasanjo and Goodluck Jonathan were amongst Mr Abubakar’s political associates at the event, which took place at the palace of Lamido of Adamawa.

“That the Waziri Adamawa asked for anyone who wished to give him birthday gifts to instead endow such on the families of the slain heroes is the opposite of selfishness,” the statement added.

In a short while, the government of the Federation of Nigeria will release another set of Boko Haram suspects into the society.  No fewer than 155 of the terrorists will be released soon, according to government sources. Another batch of about 100 Boko Haram fighters were released in February this year. Recently, 480 Boko Haram fighters were granted pardon by the government of President Muhammadu Buhari and also released after they were said to have been rehabilitated under the De-radicalisation, Rehabilitation and Reintegration (DRR).

The other season, earlier in the year when 480 members of the deadly regained freedom, there were attacks on public spaces in the North-East. One of the terrorists who was released vowed that he was going back to terrorism and his wife said there was no regret being married to the terrorist.

One astonishing fact is despite the despicable acts of the Boko Haram, the government of the Federal Republic of Nigeria seems to be too soft about them.

On Sunday, more than 70 officers of the Nigerian soldier were mauled down by Boko Haram fighters. Unofficial sources said about 115 military officers would have died in that attack on Nigeria’s 157 Task Force Battalion in Borno State while much more than that number could not be accounted for as we write. The military kept this attack under cover until foreign media blew the lid.

At the last cursory count, no fewer than 500 officers of the Nigerian Army have died under the guns of the Boko Haram members since this year. Civilian casualties are much more than this. And it beats imaginations that the military authority would rather want to hide the real situation in their Boko Haram fight. Nigerians have been fed with information that Boko Haram has been defeated and government urging residents of flashpoint areas to return home. In that guise, captured fighters of the terrorist group were set free. But the real situation is what we see today.

President Buhari should know that Boko Haram is far more deadly and dangerous than he might want to believe. If Boko Haram were a monster created by any individuals, those creators may wish to know that the monsters they created have gone weird beyond their control. It is important to note that the government should deploy drastic measures against Boko Haram, the same way the government could tackle any other form of insurgency from any other part of the country.

Barely one week after slaughtering over 70 officers, President Buhari on Saturday said he was shocked over the killing of military personnel in Metele village of Borno State by Boko Haram terrorists, assuring at the same time that immediate measures are being taken to ensure that the loopholes which led to the fatalities are blocked once and for all.

 According to President Buhari, no responsible Commander-in-Chief would rest on his oars or fold his hands to allow terrorists to endanger the lives of its military personnel and other citizens. “Our loyal forces have proved their strength over the terrorists and we are ready to give them all the needed support in terms of equipment and manpower to succeed in ending the renewed threat. In the coming days, I am engaging the Military and Intelligence Chiefs in extensive discussions on the next steps we shall be taking.”

“The President noted that fighting terrorism has taken a global dimension, which necessitates international collaboration among states facing similar security challenges.

“President Buhari reassured Nigerians of his continued commitment to their security and of his efforts to sustain the momentum in the previous significant successes recorded against the terrorists.

“He, however, advised Nigerians against making a political capital out of national tragedy, stressing that members of the armed forces are one family who are commonly committed to the security and safety of all Nigerians”, Presidential spokesman, Garba Shehu said in a statement.

There is no denying the fact that this terrorist group, about the deadliest of them all has taken more lives in Nigeria more than any epidemic. The Government should look at them as terrorists they are and enforce actions that would check their activities and stop their spread. Treating Boko Haram with this approach we consider a kid gloves approach is not doing Nigeria any good.

Nine farmers killed in fresh Boko Haram attack in Borno, North-East Nigeria

 

Boko Haram members have killed nine farmers and abducted 12 others in a village in the northeastern Nigerian state of Borno, the cradle of the jihadist movement, locals told AFP Tuesday.

On Monday, they stormed into fields outside Mammanti village, opening fire on farmers as they worked, killing nine and injuring three others.

“We recovered nine dead bodies after the attack,” the village chief Muhammad Mammanti said.

“The insurgents took away 12 people, including women, and macheted three people who resisted being abducted,” Mammanti.

The jihadists came on bicycles in the afternoon, said Usman Kaka, a farmer who escaped.

“They just opened fire on us and continued to fire as we fled,” Kaka said.

“We later returned to find nine people had been killed and three left with machete cuts on their heads for refusing to go with the gunmen,” he said.

Last week Wednesday Boko Haram jihadists attacked Mammanti, killing one person and burning the entire village before stealing hundreds of cattle.

The attack on Mammanti forced residents to moved to the state capital Maiduguri from where they would commute daily to work on the fields.

Boko Haram has stepped up attacks on farmers and loggers in recent years, accusing them of passing information to the military.

Despite the government’s insistence that Boko Haram is near defeat, the group has recently carried out major attacks on military and civilian targets, killing scores.

More than 27,000 people have died since the start of the insurgency in the remote northeast in 2009 and 1.8 million are still homeless.

The Nigeria Police Force on Wednesday announced arrest of 22 of the Boko Haram members for allegedly masterminding the 2014 abduction of schoolgirls from Government Girls Secondary School, Chibok, Borno State and taking part in terrorist activities which have been linked to Boko Haram over the year.

The Police in a statement said the equipment of the Special Operatives of the IGP (Inspector General of P0lice) Intelligence Response Team IRT with enough Credible Technical Intelligence to Maiduguri Borno State to trace and Arrest all the TERRORIST Responsible for the Suicide Bombings and other Terrorist Attacks in the North East.

According to Damian Chukwu, the Borno State Commissioner of Police, the suspects were arrested in different locations across Borno and Yobe states.

He said all the suspects had confessed to participating in the Chibok abduction and in many bomb attacks on civilians, security agents and religious places of worship in the northeast.
